Perspectivas para el Plan Arias en El Salvador y Guatemala

Abstract

Born under the auspices of the Contadora Group's peace initiatives, the Arias Plan is a logical extension of the diplomatic efforts that have been carried out for years in the Central American region. We maintain that this represents a valuable opportunity to practice American interests by encouraging the process of national reconciliation and the strengthening of democratic institutions. And since much of the attention has been focused on Nicaragua and that country's participation in the Arias Plan, it is essential to consider that this is a regional program; If it is to have a result in any of the Central American countries, it must have it in all of them. It is therefore the intention of this paper to draw attention to two signatories of the agreement —countries that are generally overlooked— El Salvador and Guatemala.
