Abstract

This paper proposes the existence of a causal relationship between political-structural factors and political processes (polity-politics) and their contents (policies). The conceptual basis of the work is that in foreign policy, understood as policy, this link occurs, and then the relationship between redemocratization and the changes produced in it is analyzed. For this, what happened in three countries is compared: Argentina, Brazil and Uruguay, and certain relevant aspects are highlighted such as the orientations of foreign policy and international relations, integration and cooperation policies, the treatment of foreign debt and the decision-making in foreign policy.

Catedrático en el Instituto de Ciencia Política de Heidelberg. Ha sido profesor visitante de la Universidad Autónoma de Barcelona y de diversas instituciones académicas iberoamericanas. Autor de diversas obras sobre sistemas electorales, América Latina y política comparada.

Mario Fernández B.

Magister Artium (M. A.) de la Universidad de Heidelberg y doctor en filosofía de la misma universidad. Actualmente se desempeña como subsecretario de aviación del Ministerio de Defensa Nacional de Chile.
