Abstract

The policies applied by the United States in its relations with Latin America in the past two centuries have been characterized by their asymmetry. Proposals in recent years aim to strengthen regionalism that is considered strategic in "hemispheric" relations. However, in practice, the United States focused on the largest countries in the region or on issues that it perceived as a threat to its national security or the well-being of its own citizens. However, four closely related factors point to a different relationship for the early 21st century: the democratization of Latin America; the opening of the region to the world economy; the new regionalism in the United States and Latin America; and the cultural changes that took place since the 1980s, particularly in Latin America, which facilitate the development of a new inter-American cooperation.
