Pension's reform in Brazil: gradual public retirement

Abstract

This paper evaluates the current Brazilian moment in which the pension reform is presented as the government priority. The work criticizes the purist vision as to the approach of the subject. A vision based only in law, or only in mathematics or economics. New technical aspects are presented that have never been bandied about in the Brazilian context, such as phased retirement and autonomy of the INSS. There are more sophisticated technologies than the current and traditional assessment of the matter in Brazil, in which the Actuarial Science is ignored, in the example of the populist "social deficit", or prioritizes the economic fiscalism of the minimum age of retirement. Interdisciplinarity is the most suitable answer for the pension and retirement problem in Brazil. Law, Economics, Accounting and especially Actuarial Science are presented within the inherent scientific areas concerning the Social Security field interface.
